Give temporary flight to players after some donations on RoyaleProtectionBlocks protections

Advise
For any customer interested on using the plugin, and while the wiki is not ready, this works by becoming a layer above RPB, but it'll still prevent players from using it if they don't have permissions. Players must have the 'protectionblocks.fly' permission in order to fly, RPBTempFlight will do the rest by preventing them from using it if they haven't donated enough.
