Commands:
/report [nickname] [reason] - allows you to leave a complaint about the player.
/reports:
/report list - viewing active reports
/report close [nickname] - closes all active reports of a player with a specific nickname.

Permissions:

reportplugin.report (default: true) - allows everyone to leave reports on the players /report

reportplugin.staff (default: op) - responsible for sub-commands /reports
