Started Groundwork for Future Major Updates

Config.yml / Servers.yml do NOT need Regenerated. Plugin will add Messages.yml without redoing Config or Server yamls

Added Messages.yml which allows you to customize messages sent to players.

Added Command Queue. (Fixes issue where sending more than 1 command in a 5 sec interval replaces first command with second command)
