I'm back to plugins, at least for a few days

This is a complete rewrite, from zero!
I started it a few months ago, but I got bored and halted work.
I haven't released it, because I considered it not ready...
But it actually has been ready, just needed some polish (1-2 hours), so now I'm releasing it.
Either way, I have nothing to lose, because 0.5 is not much better.

So, again, everything changed, delete "plugins/RealWeather" directory if you have it.

weather now actually changes

- rt per player mode aka timezone
- fixed time formula
- cleaner config (again, reset it)
- major internal refactoring

bStats is temporarily not present in this version
fun fact: this version was fully produced on a raspberry pi
