The plugin uses the java garbage you mentioned and currently only works on pure spigot servers.
The plugin is designed in such a way that if the ram is exceeded in the config, it automatically triggers the java garbage. It should be noted that a value that is set too low is not good for the server.
Next time please refrain from such a stupid statement and deal more with java and its plugins ^^
