Various fixes

This update includes fixes/additions for the following:

Added the option to specify a wildcard data value of -1 for required items for both BREAK_QUEST and PLACE_QUEST quests ex. SPRUCE_LOG;-1;50 (https://github.com/JCulley/ProQuests-Documentation/issues/284)
Fixed the constructor of the TOKEN_ENCHANT_BREAK_QUEST to use a double (https://github.com/JCulley/ProQuests-Documentation/issues/285)
Fixed the TOKEN_ENCHANT_BREAK_QUEST only incrementing by one for each block break rather than the total broken with the enchant. (https://github.com/JCulley/ProQuests-Documentation/issues/286)
