Minor additions & fixes

This update includes the following:

Re-added the hooks.yml so you can disable hooks (https://github.com/JCulley/ProQuests-Documentation/issues/279).
Changed the TOKEN_ENCHNAT_BREAK_QUEST to utilize double values rather than int values (https://github.com/JCulley/ProQuests-Documentation/issues/274).
Added auto_start toggle attribute for quests so you can disable it individually without permissions.
Modified default quest toggle values.
Modified the default menu and config files.
