Had a problem with permission on which it allowed users who doesn't have the permission to still access it.

Permissions is added for the open and help command for the plugin
plutonexp.open - open command
plutonexp.help - help command
plutonexp.reload - reload command

Added a feature to check plugin updates for pluton exp

Fixed a problem where the key(sound name) was not being detected and the playsound in the plugin was using the sound as the key(sound name) when trying to play a sound

The exp method wasn't accurate, when the levels are deducted the amount of exp point didn't follow had to create a new util to handle the exp problem

Added a link to get the sounds and the material for items, also removed type: since it wasn't needed in the config
