FIXED Admin access to all player vaults

What's Fixed?
✅ Admins (pv.admin) can now properly open, view, and edit any vault.
✅ Players can still only access vaults based on their permission level.
✅ Vault access now works correctly for all permission levels.

BUG FIX - Added vaults.yml ( no auto generation now )

vaults.yml getting corrupt by using too much server space, Added bug fix - to remove empty vaults from vault.yml to save necessary space
