Completely re-wrote plugin for better performance, efficiency, and new methods.

Targets can now get notified when being tracked, admins can manage tracking sessions with a GUI, more config.yml options.

Version now supports spigot 1.12.1+

- Fix console spam if player changes world
- Fix cancelling all tracking instances if one player stops tracking

Fixed permission bug in plugin.yml

Added a config option where you are able to set a required fee in order to track a player. For example a player would need 5 diamonds to be able to track another player.

- Fixed bug with tracking nearest player

New features:
- Ability to track nearest play by right clicking or left clicking a compass in your inventory. (Ability to disable this option in the config)
- Fixed bug where compass would not point to a new location if the target moved.
- Improved overall design of how the plugin looks
