General version update

Fixed a bug which prevented reloading of the plugin.

This patch adds a protection hook for citizens which basically prevents to pick up npcs regardless of their position.

This patch adds support for 1.19 and protection hooks for:

• GriefPrevention
• PlotSquared
• RedProtect
• Towny

Fixed a bug caused by papers stdout catcher, which prevented the plugin from starting, when it wasn't used previously.

This patch introduces a general permission hook implementation.
The plugin already works with world guard, but some other plugins may work different, so I needed to add some general stuff here to allow to integrate them in the future.
The first protection hook is for BentoBox, which allows only members of island to pick up entities.

Update to 1.17.
Fixed a NPE when a user didn't had the stack permission.

The Plugin is now compiled with Java 16. It will not work on older Java version!
User 1.3.1 if you are running on older versions than Minecraft 1.17

This patch makes PickMeUp ready for java 16.
I also decreased the jar size by a bit.
The throw trail is now a bit higher for lesser view obstruction.

This update introduces compatibility for version from 1.13 to 1.15.
I will not add support for versions below this...

EldoUtilitites is now included in the plugin and no longer required

The last version had an error on the first start up which persisted.
This was caused by a missing default value in the config serialisation.
This is fixed now.
