PerWorldPlugins allows plugins to be set to hook onto certain worlds using the config.Fix some problems (Yeah, new system)

I reworked the commands system to improve it. Now if you have two plugins with the same command, PerWorldPlugins executes the not blocked plugin command.
Example: EssentialsX /gamemode and Vanilla /gamemode
If you block the EssentialsX plugin and you execute "/gamemode", PerWorldPlugins executes the Vanilla command.
Example: EssentialsX /gamemode and Vanilla /gamemode
If you block the EssentialsX plugin and you execute "/gamemode", PerWorldPlugins executes the Vanilla command.
