Added the ability to set a cooldown for the /linkpatreon command to prevent reuse

Added placeholders:

• %patreonplugin_ispledged% - For if the player is pledged to Patreon
  
• %patreonplugin_usertier% - Returns the user's tier on Patreon

• Added support for email verification to ensure users can only link their own Patreon accounts. For information on configuration see the the main plugin page.
• Added admin commands /patreon link and /patreon unlink so admins can manage other users Patreon configuration
• Added /patreon reload to reload the plugin's configuration without restarting the server
