Added new config options that allow you to change the block that is set in place of the ore while it's being regenerated

Hey all upon testing I have found a bug with worldguard and not allowing you to mine blocks if a region is protected, To combat this bug I have added a system that will check if a user is in the region defined in the config and only allow breaking of ores for this to work you will need to set the flag `block-break` to true using the command /rg flag <YOUR REGION> block-break allow

Hey all its been quite a minute since I've updated this plugin and I've added some much-needed features such as

• Worldguard support (requires worldguard as a dependency)

Been a while but fixed it so you cant mine the netherrack after mining quartz

Made it so when you mine quartz ore it turns to netherrack...That is all
