Complete rewrite of the plugin for Paper 1.20.4
- Configuration is now stored in `config.yml` which is less verbose than JSON

The configuration can now be updated without reloading all plugins, using the `/oregenerator reload` command, so that you can more easily test your config and make changes.
Tested working for 1.14.4 and 1.15.2
