OPSregion - is a very necessary plugin on the server, since it is able to protect your spawn from donators, even who have all the rights to the WorldGuard plugin, or, more simply, they have access to all privates. The OPSregion plugin not only prevents blocks from breaking in the protected region, but also prevents the use of the // set command in the protected area.
Attention! For the plugin to work correctly, install the plugin for private, for example WorldGuard.

The main commands / commands of the OPSregion plugin:
/ opsrg reload - Reload the plugin.
/ opsrg add "region name" - Add private to protected from donators.
/ opsrg del "region name" - Remove protection from private.
/ opsrg addmine "region name" - Add a region that will not be protected if it is inside a protected one (For auto-mine, etc.).
/ opsrg delmine "region name" - Remove a region that will not be protected if it is inside a protected one (For auto-mine, etc.).
