With this plugin you can create, delete clickable NPCs.

ProtocolLib | SpigotMC - High Performance Minecraft
- /npc <name> <name of world> [Player's UUID (this player's skin will have the NPC)] <command (without "/")> - This command will create an NPC
- /npclist - This command will print all NPCs with their UUIDs
- /npcremove <NPC UUID> - This command will delete the NPC whose UUID you entered
