I have found some spare time to update NPCLib to the most recent version, 1.21.5.

For those who don't know - This is a developers tool for making non-player characters. It does not offer any commands, all the interfacing is done via the API.

This release is mostly backend changes. The code has been transferred to a Maven project (thanks to @MrMicky's help). Will soon be adding TravisCI to the repository.

I have also split off a part of the plugin to create an NPCLib-API.jar without the contents of the test plugin that can be used for shading the library.

Furthermore have there been a few smaller changes in order to make the library more bug-free.
