i made a mistake

Fixed an exploit of sending negative money.

Added TEC-9.

Added M249 SAW.

I changed the pitches of each shoot sound to be 1.0f, to work with the resource pack.

The MP5 previously did 9 points of potential damage (4.5 hearts), this has been reduced to 6 points (3 hearts).
