It's an excellent plugin proposal.

I actually have a server that could use this plugin 100%, but there are some limitations that I would like to suggest could be added:

The ability to enable or disable Holograms.
The option to add blocks from a YAML file as with MMOCORE, which would make it faster when editing the number of blocks available.

The ability to add blocks using just the ore and not the command, meaning that iron ores placed in a certain region could be mined.

If these options were included, in my opinion, it would be one of the best plugins of its kind. P.S.: My intention is not to offend, just a review :)
