New config option added to do not force players to wait in the waiting channel.

Changelog:

• Option 'ForceWaiting' added to the config file. Whether or not the plugin forces players to wait at the waiting channel and not letting them to chat in other channels while not in a voice chat channel is now configurable. (Read the config documentation for more information).
