- Added new repair perk effects RandomToolRepair, ToolRepair, ArmorRepair, RandomArmorRepair, AllRepair, RandomAllRepair (random effects pick a random item to repair, can adjust how fast repairs happen)
- Handle issues when AutoPickupItems and InstantSmelt effects are both active
- Delayed loading perks from last shutdown until server is finishes starting
