This is a small change that enables the usage of 1.13, 1.14, and 1.15 in addition to 1.16. Theoretically, this could also work on 1.8, but I don't want to deal with that community (sorry not sorry)

- All commands are under the /manhunt command now:
- /manhunt start
- /manhunt end
- /manhunt addhunter PLAYER
- /manhunt removehunter PLAYER
- /manhunt setrunner PLAYER
- All commands now require permissions:
- manhuntcompass.manage to start and end
- manhuntcompass.hunter to add or remove a hunter
- manhuntcompass.runner to set the runner
- No permissions exist for being a hunter or runner
- The plugin will no longer error out when a hunter disconnects, but they will stop being a hunter if they rejoin
- The plugin will now stop you from starting the manhunt if you do not have a runner or hunter.
