Added logs when staff enable and disable maintenance and other stuff

Updates:
- Added logs when staff enable and disable maintenance (logs.yml file)
- Added logs when whitelisted players join and quit during maintenance (logs.yml file)
- Added logs when staff with bypass permission join and quit during maintenance (logs.yml file)
- Changed command to /maintenance (Removed "1" from /maintenance1)
- Remove config.maintenance.add.online because dont need it
