- Region Specific Visibility (Allows players to only see boards in set regions)

• Removed all extra bloat
• Added OnSneakDelay event so you can have a cooldown (only enables if delay is above 0) plugin will need to restart!
• Added "delay" to config
• Added Color options to config (RGB, DEFAULT)
• Changed "translation" to "properties" in config.yml
