Now user always get "No perms" message if he type /ip, not only when he type /ip <nick> (Sorry for bad eng.)

Some bugs fixed

Added:
- %nick%, %ip% placeholder
Now you can edit message with ip which looks not like '&fNICK &aIP addres is &cIP'
Warning! If you don't put %nick%, %ip% placeholders, message will be without nick and ip
