Fix accidentally swapped plugin ID

This update improves the behavior of commands at the Bungee level:

* Player names in kick / ban commands can now be auto-completed.
* Extra spaces in commands are now ignored.
* Added bStats for usage stats.

This update adds the timezone display when appropriate, such as the expiration time of temporary bans. It also fixes some minor bugs.
