[infinitefirework.give.others] is now required to give the item to other players by command. Ops have permission by default.

This updates adds the requested feature of configurable cooldowns for the item. Additionally, it enables administrators to give the item to other players on command. Cooldowns can be bypassed by operators or those with the permission "infinitefirework.nodelay".
