Reworked some of the config (You dont have to change anything but new stuff are added so a config reload is recommended)
When the config does not contain options for a Material it uses default values.
Will add option to only have partial config (For example leave out burn health, underWaterLevel etc) but for now you need to supply everything even if its not used.
Reworked the entire plugin. The checks should work (Using different method)
Switched to fake blocks. Solved underwater bugs.

The nearby players wont see the light. I will update it in the near future. If this is a problem for you dont update yet.
Added offhand, mainhand or both hands support!
Finished experimental version of the underwater lighting.
Will update it to use fake blocks instead of regular blocks. This way it will only work for the player holding it but wont be as glitchy as is now.
