- IllegalItemReplacer.* | Grants all permissions

- IllegalItemReplacer.bypass | Bypass having items removed
- IllegalItemReplacer.replaceItems | Have the ability to use /replaceitems
- IllegalItemReplacer.setPanicChestLocation | Have the ability to use /spcl
