There is a known issue where a large amount of plugins used causes the load order to be messed up, resulting in plugins such as IAxPresenceFootsteps loading before any defined softdepends (in this case ItemsAdder).

This update adds a workaround, by doing all the checks and setups once the server has finished loading.
This should guarantee that ItemsAdder is enabled when IAxPresenceFootsteps does all the necessary checks.
