hViaHeightLimiter | Compatibility with absolute height on <1.17 -----
A small plugin that fixes the height compatibility error from 1.17 to 1.16.5 and below1. Added the /hviaheightlimiter reload command
2. Added a smart tab compliter for the hviaheightlimiter command
3. The api version has been changed from 1.16 to 1.17
4. Some changes (in addition to the api version) have been made to the plugin.yml file
