This version of HopeCommander now supports usage on Velocity.

The way of using it is the same as the bungeecord and spigot method: Dropping it into your velocity plugins folder, configuring if needed, and you're good to go.

Thanks to @SKJOLBERG for providing the velocity implementation. Sorry for the late response on implementing it, as I had been busy.
