Changed language to Kotlin (not a real update since i didnt change/remove/add anything)

Ghasts are 1.3% quicker and fireballs have the expl-pwr set to 16 and MORE (bukkit)

I made a mistake, in the update Version String, i said 43w23a, but it is 44w23a LMFAO

I have added a bit and changed other mechanics, i hope it is good. (this is my first plugin, i'm 11 y.o. anyways, so give constructive feedback, thanks!)
