Fixed a long issue of plugin not sending correct format to console

Just added a help page, and got rid of messages sent to player if the player is already in gamemode sent by the command.

Heavily improved logic in each command with less lines of nonsense code and more common sense programed into hierarchy of if statements.

Attempted to fix Spectator Mode not working.

Fixed bug where only creative mode was enabled

Re-Wrote most of the code for more efficient reading, improved logic.

Fixed config file leading to wrong permissions website

Fixed /gmsp not working (alias was gma)
