When you shoot someone the target will receive Glowing effect for 3 secondsHow to use:
- Get a bow and arrow (it doesn't matter if you don't have a spectral arrow)
- Shoot a user!
- You will receive an alert that you gave it the effect.
Also the target will receive a message.
