Some code refactors and handling of off hands curtesy of detobel36.

Cooldowns now work on drinkable potions on an effect by effect basis. Potions are read in config with the format: "potion.<effect>.<cooldown>"

Added support for ANY edible item (Minus cake and potions) and added an action bar message option to reduce spam. Basically a whole new plugin.

Added version support for 1.16.x and 1.17.x

This update added the option to have the cooldown apply to golden apples as well. More food items should be added in the future when I have the time.
The config.yml file was also reorganized in this update allowing for each items cooldown to be toggled and changed
