Added arguments:
Argument 1: Player to be fullbrighted
Argument 2: On or Off

Excluding argument 1 and 2 makes it apply to yourself

Excluding 2 will toggle between on and off, depending on the current state

Arguments 1 and 2 require the permission FullbrightExtended.command.fullbrightextendedarguments
