Added French/Francais language support

Tested on Minecraft 1.21.5 using RTag 1.5.10

Apparently the double reset bug came during server reload/restart. This only bug mostly happens to trial vaults with short delays set. Apparently the bug was hiding in the loading method.

Minor typo correcton: Updated plugin.yml to match current version 1.0.3

Fixed a bug where players can skip the delay on a fresh brand new vault and double dip.

Added /ftv locale to update between espanol or english ingame.

Tested on 1.21.5 using RTag v1.5.10

Changed Config LOCALE value back to English as default

I forgot it was set to spanish for testing purposes. I reset back to English as Default language.

To set to spanish, just change the config language option to espanol and reload.

Added Espanol/Spanish translation.

• Added config files to allow server operators to set custom delay (milliseconds)

• Added commands to allow server operators to set the delay ingame

• Added saving/loading of looted vaults and time stamping of each individual player that has looted the vault

• Patched the bug where if you have anyone else nearby, it can prevent you from resetting the vault

• Added functionality to time stamp each player that has looted the vault and allow them to reset the vault after the cool down has lapsed. The cool down is independent for each player and does not affect the cool down for anyone else.
