This is just a simple fly command plugin

/fly <player> - activates fly for you or a player
/dfly <player> - deactivates fly for you or a player
/flyspeed <-10 - 10> - changes fly speed

fly - to enable fly for yourself
fly.other - to enable fly for other players
fly.disable - to disable fly for yourself
fly.disable.other - to disable fly of other players
fly.speed - to change the flyspeed
