Thanks to Janmm14 for posting about this issue. Now everything should work on spigot

Finally I polished all the stuff to show you long time support plugin with the name: FloatingMessages

Using standard config lib provided by Bukkit API.
If config values are messed up, plugin will notify about it in command line and will use default values

Fix. New smaller floating messages durations are now synchronized with previous longer floating messages durations. That means there will be no longer situations when player will send long message and then short and after some time the longer one will dismount from player
