Adds customizable chance of getting a Potion of Luck from fishing.config file: (default)
messageWhenLucky: Congratulations, you caught a potion of luck! (custom message that will be sent to the player when catching a potion of luck, leave blank for nothing)
chancePercentage: 5 (chance of getting a potion of luck when fishing, in percentages (how many chances out of a hundred))
