[1.0.3] Data fix + hex color support

• The data for if the announcements are disabled/enabled is now saved in the announcements.yml file.
• The data for if the announcements are disabled/enabled for a specific player is now saved in the playerdata.yml file.
• Added hex color support for announcements. ( &#RRGGBB )
• Added a very basic rainbow variable for announcements. ( <rainbow>Text</rainbow> )
• Changed the default announcements.

[1.0.2] Enable/Disable feature changes + random-mode

• Added support up to 1.21.6.
• Added "togglerandommode" sub-command.
• Added "random-mode" setting to the announcements.yml file.

Permission change:

• fancyannouncements.enable »
With this permission, the usage of "/fa enable" will
enable the announcements for JUST the player.

• fancyannouncements.disable »
With this permission, the usage of "/fa disable" will
disable the announcements for JUST the player.

• fancyannouncements.admin »
With this permission, the usage of both "/fa enable/disable" will
have a click-able message pop up in chat allowing you to
turn off announcements for ALL players or JUST the player.
