A chat very different from others and interactive + Join/Leave message interactive .

If the player does not have a chat permission a normal message will be sent.
There are 2 new options that are to send a player a welcome message and delete the chat if they are set to "true" they can be executed (This can be set to "false" in the config.yml).
There is now more "Disable-World" in the JoinMessage and Welcome options.
