Added support for:
HEX colors ( #FFFFFF)
Fixed bugs with & and § colors

Added localizations:
— English and Russian localizations are now available
— Configured in the main config ( locale: ru / en)
— Messages are configured in the files:
messages_en and messages_ru
— A prefix has been added to each message, it can be removed.

Added commands:
/engcpotions reload - Reloads the plugin configuration
/engcpotions help - Displays information about commands

Permissions added:
engcpotions.reload - Gives access to the command to reload the plugin configuration
engcpotions.help - Gives access to the command output information about commands
