In order to create an elevator, you need to first place a redstone block and above it an iron block.
To set the next level/previous level, do so in the 10 block radius of the initial redstone block/iron block(as seen in the video).
In the following (scuffed) image, the red outline is a redstone block, and the gray one is an iron block.
