Changes

- Found the enchant costs for all costs of enchants when applied to books and set them in the configuration file as default.
- Added in refund settings and cost settings allowing players to choose whether to cost experience and if so how much. Server admins can optionally enable refund settings and configure how much a player will receive when removing enchants off of items.
- Added in enchant conflicts to prevent enchants that typically cannot go together to be combined.
