Welp, you can open with every basic text editor like notepad or use something more advanced, i recommend Notepad++ or Visual studio code.

Pros and cons.

Notepad++ is lightweight, uses less ram, fast startup and has nice text editor in general.

Visual studio has everything you might need, it will help you to finish lines of codes, has large amount of addons.
