The truth is that it is not. It is intended for non-conventional servers that want to eliminate all entities, for example: building servers, pvp ones, ...

Even if you set all the minecraft server options of mobs spawn in false, mobs can be spawned by eggs, that's why this plugin comes up. The code is extremely short and simple, so the plugin is extremely lightweight.
