Recommended update for all server owners!

Some player UUID lookups started failing on 2024-01-15 due to broader issues with the Mojang API endpoint impacting things like whitelists, etc. Switched over to a newer, more stable API endpoint.

Some permission handling/messaging improvements, recommend upgrading to this version. No changes to any configuration files!

Use any valid PlaceholderAPI tag in your lang.yml file!

Updated for 1.21.4 compatibility.

Fixed an issue with config file overwrites!

• If upgrading from earlier versions, copy your local config settings elsewhere and delete the DelphiVote folder in your /plugins directory.
  
  
• Let the new files auto-generate and add your local config settings back in.
